Driving Without a License in the UAE: Fines & Penalties
Driving without a license in the UAE is a serious offence. Under the 2024 traffic law, in force since March 2025, a first offence can mean up to 3 months in jail and a fine of AED 5,000 to AED 50,000, with at least 12 black points and the vehicle impounded.

What is the penalty for driving without a license?
A first offence carries imprisonment of up to 3 months and a fine of AED 5,000 to AED 50,000, along with at least 12 black points and a vehicle impound of around 30 days. Repeat offences are punished more harshly. This is far more serious than most fines in the complete list of Dubai traffic fines.
Driving on a foreign license that is not accepted
Using a foreign license that the UAE does not recognise carries a fine of AED 2,000 to AED 10,000 for a first offence. Tourists from approved countries may drive on their own license for a short period, but residents must hold a UAE license. If your country is on the exchange list, you can convert your foreign license to a UAE one without a test.
Expired license vs no license
Driving on an expired UAE license is a lesser offence, with a fine of AED 500. Driving with no valid license at all is the serious offence described here, so renew on time and never drive before you are licensed.
Other consequences
Driving without a license voids your insurance, so you pay for any accident yourself. Expatriates can also face deportation, and a conviction leaves a criminal record. The cost and risk are far higher than getting properly licensed.
